- ➤ At Monday's meeting, Chelan PUD unveiled its preliminary 2026 budget forecasting a $128M surplus while operating costs are expected to rise 9% due to planned projects like a spillway repair at Rock Island Dam and new substations in Leavenworth and Wenatchee — the board will finalize details at budget hearings Nov. 17 and Dec. 1. - ➤ Washington law now says drivers may make U-turns only when it is safe, with at least a 500 ft view and no business district nearby — making a U-turn on a curve or hill can lead to a fine of $136 that sometimes doubles in high-risk areas. - ➤ Washington’s Move Over Law requires drivers to move over or slow down 10 mph below the speed limit when passing emergency vehicles — but compliance remains low and state traffic officials say new federal funds will boost outreach efforts to protect roadside workers. KPQ

- ➤ A new report shows Washington's cancer rate is lower—439.7 cases per 100,000 people compared to the national rate of 444.4—and health experts recommend lifestyle changes such as eating well and exercising to further reduce cancer risks.
